The Ministry of Housing and Urban Rural Development of the People's Republic of China issued Order No. 57 on December 29, 2022. This order will come into effect from March 1, 2023.
The title of Order No. 57 is "Management Measures for Quality Inspection of Construction Projects", and its core is to strengthen the management of quality inspection of construction projects. The Management Measures for Quality Inspection of Construction Projects strengthen the requirement that inspection institutions should obtain the qualification of construction project quality inspection institutions in accordance with the relevant provisions of Order No. 57, and engage in construction project quality inspection activities within the scope of the qualification license. Order No. 57 also specifies that testing institutions shall not undertake the construction project quality testing business stipulated in these Measures without obtaining the corresponding qualification certificates.
The implementation of Order No. 57 will further curb various unethical behaviors in construction quality testing, including the use of low-priced and inferior instruments to provide false testing data.
